HID, even without the proper HID projector housings, are definitely a good investment.
The proper housings properly direct all the light forward while the halogen housing scatters it a bit. The end result is that HID in halogen projector housings don't look quite as bright and up next to a wall you can see some of the scatter above the cut-off horizon which translates to some minor glare for on-coming drivers (but not to the level of highbeam-in-your-face).
In Australia, HID headlights are illegal if they do not also come equipped with auto-levelling motors to dip the headlights when towing things, or washers to wash dead bug bodies off that is said to refract light through the goo. That said, unless you or your car is already a cop magnet, you are unlikely to be pulled over for your headlights alone.
Fitting the globes themselves is very easy. I have a full pictorial guide here:
viewtopic.php?f=45&t=23654&p=340518#p340507 (I used a Jaycar kit which you can now buy in H7 only without buying an H4 kit plus H7 globes anymore, or just get a FleaBay kit)
While you're at it, consider doing HID for your
reverse lights too!
I was going to procrastinate, but I put it off...
