Hi guys,

I tried searching for mods and defects topics and such on the forum but it's only briefly mentioned every now and then (from what i can find).
I skimmed through the RTA car safety whatever PDF's and it seems like basically most mods you see around like coilovers and wider wheels seems to be "defect" worthy but you can get engineers certificates?

Where would i be able to get one for whatever mods i've done/will do? Does it cost anything? And is it possible to find some lenient ones hahah??
I just want it just in case, and less worry about cops. Don't get me wrong i think cops are tops but here's an example of a mate's mate that got a defect (crops for identity purposes (hopefully) hahah)

He drives an NA facelift gen 2 impreza RS (sorry i dont know the term)

- Fair enough his horn wasn't working and im not sure what "pipe work on engine is" (i assume intake)
- His car was probably loud "aftermarket exhaust system" but the cop didn't even know why it was loud (he didn't get done in for not having a cat).
- But a rear tow hook was apparently only for track use.
- "Non standard rims and tyres" but he actually only had the STI enkeis on ..
- and "suspension bar" was actually just the front strut brace .. and the cop's excuse for the last 2 items was because they didn't come standard in the car?
- He also didnt get done in for a massive sticker across the top of this windscreen (which i think is meant to be defect)

And of course comments about people getting done in for HID's.

So being new to the modifying game i got pretty damn confused. I thought most of this was fine and all i had to worry about was not being too low, no poke or stretch and quiet exhaust? or should we get it certified anyway? which brings me back to does it cost anything LOL? Do the turbo guys have to get all their supporting mods checked out?

That cop is fucked.

You can do most of that legally?

WTF non standard rims?

In NSW, you need the Nov 2003 guidelines on Wheels/Tyres. The overall rolling diameter must be within 15mm of the largest factory option for that vehicle and the rim width must not be more than 1" wider than stock largest option.

Rear tow hook is legal... they are used for tying the car down to a flat bed tow truck. My Pulsar has them factory front and rear.

Just get an engineers certificate and get EVERYTHING listed. Dont be surprised if the exhaust fails emissions and noise with a CAI fitted though.

Remember that the cop doesn't need to know a mod is illegal, they only need to suspect it is.

There are a few engineers in syd/local that will give you free information about what is legal and what isn't. Prices for certain start at around $500 and go up from there.

The Rta web site has a list of certified engineers that are able to sign mods off
owner and operator of offset Custom welding and fabrications.

Well ideally i would like to get everything checked and listed but at those prices they do make it hard (unless its an engine swap or something big). And that is a fair point that they only have to suspect. Hmm.

Keep in mind that a list of defects is a really good way for a cop to stick it to somebody who fails the attitude test (whether they are defects or not).

1.1 BASIC MODIFICATIONS NOT REQUIRING CERTIFICATION The following modifications may be performed without certification if they are carried out in accordance with sub-section 2 General Requirements and the total change in vehicle height resulting from all modifications performed, does not exceed 50mm. Note: In NSW, although vehicles whose height has been changed up to 50mm do not require certification by an engineering signatory, the registration authority must be notified of the modification. Tyre and rim substitution carried out within the limits specified in this Section; Lowering and raising suspensions (by not more than one third of the original suspension travel provided the original vehicle height is not increased or decreased by more than 50mm); Raising the vehicle with a body lift kit provided the original vehicle height is not increased by more than 50mm (refer to sub-section 4.11 for conditions and limitations); Shock absorber substitution; Spring and sway bar substitution; Track rod and strut brace installation; Steering wheel substitution (refer to sub-section 4.9 of this Section); and Power steering (manufacturer’s option) conversion.

2.1.4 Ground Clearance and Running Clearance Ground clearance, of a vehicle, means the minimum distance to the ground from a point on the underside of the vehicle, except a point on a tyre, wheel, wheel hub, brake backing plate or flexible mudguard or mudflap of the vehicle. Running clearance, of a vehicle, means the distance from the surface on which an unladen vehicle is standing to the lowest point on the vehicle excluding unsprung mass. Vehicles built to comply with the Third Edition ADRs must comply with the ground clearance requirements of ADR 43/…. Vehicles built to comply with ADR 43/04 must also comply with the running clearance requirements. All other motor vehicles with more than 3 wheels must have a ground clearance of: at least 100mm at any point within 1 metre of an axle; and at least one-thirtieth of the distance between the centres of adjacent axles at the midpoint between them (refer Figure LS1); and at any other point — at least the distance that allows the vehicle to pass over a peak in the road with a gradient on either side of 1:15, if the wheels of 1 axle of the vehicle are on the slope on one side of the peak and the wheels of the next axle are on the slope on the other side.

Also don't need certificate for Sway Bar upgrade + Strut Brace etc.

Even with an Engineer Cert you’ll still get defected, boys in blue aren’t trained to read and interrupt the reports.

BTW your mate should be more concerned that the car requires a full inspection to clear the defect………. Not just a part inspection…..hope he kept all this stock parts.

I think most people comply with the basic common rules about wheels/tyre/ride height, but would the engineer really care that we've got coilovers on (specially BC ones with the separate spring and height adjustments)?


Yeah haha i think he spent some time bringing it back to stock aye.

So after the inspection is there a fee on top of the fine? or is the fine the fee? and if so would our mods be cleared and reported by then? haha
