Pretty sure even movie maker lets you put a box on the screen to block it out and you can just move it as the car moves through the video.

If you haven't noticed, your member profile already says your number plate.
The only way you can upload this video now is via an unlisted video on youtube and post it to a members only section of the forum. No amount of blurring is going to fix the fact that you have custom plates and are posting it online.
tl;dr do not post any video unless you are a fucking moron.
But feel free to PM it to people who want to see it if you trust them.

I am just going to guess that it occured on Killara road where Edge Motorworks is, so no....I doubt the whole Private road thing is going to fly in this instance.

Easy to do in Flash or After Effects, draw a rectangle and move it for every stack of frames.
