To be frank, I am not sure... This serviced by Hoppers Stoppers in Hoppers Crossing.
I would imagine they have as they are pretty professional.
Hoppers Stoppers should know their business. I say it is simply an paint application issue like insufficient preprep possibly or bad batch of paint
