Umm yeah, what is it and how does it effect a cars idling?

A solenoid is just a type of relay.
It depends upon what it is switching.

Thats right, depends what you are reffering to. A pneumatic solenoid is often used (mainly in earlier EFI designs) as an air bypass system for idle up (when AC kicks in and when engine is cold etc) - so yes if you are talking about pnuematic solenoids - it can affect idle
