Location of outside temperature gauge?

The sensor near the steering wheel is the internal temperature sensor.
The one on top of the dash, near the glass, is a "solar sensor", and measure how bright the sunlight is entering the car, which the climate control also uses.
I didn't think any Libs had rain sensors....

the climate control computer uses the 3 (inside,sunlight and outside sensors)sensors to set the air flow temp.....

Apparently the wipers are "speed sensitive". So they speed up when you are on the freeway, then slow down when you are around the streets all on the same setting. I say apparently as i havent noticed it, but then i have only driven my car in the rain twice.

Yes, I've noticed the speed sensitivity. It just affects the intermittant timing, not the sweep speed.
The crazy thing is, on the wagons the back wiper does the same, get faster when you exceed a threshold speed, when you actually don't need it to sweep as often when you're moving.

when sitting at the lights i've noticed that the quickest intermittent speed is about twice as long as it is when you're driving.
