I don't have any personal experience with any but there are a number of places around, like canfab.

The place that painted my rims was good but doesn't do powder coating as far as I know.

Best I can do is http://lmgtfy.com/?q=Powder+coating+Canberra :)

Took my STI Enkeis to ACT Powercoating on Silva Av, Queanbeyan. Rims were already without tyres and scrubbed clean by me. They then sandblast and powercoated in metallic "black onyx" for about $100 per rim. It should be cheaper for non-metallic colors. I'm pretty fussy, but the finished result was at least a 9/10.
I own a Liberty honest!

2008 Liberty GT tuned by STI #43 obs black sedan - 211Kw atw - WSID 13.136 @ 106mph 1.825 60ft - Wakefield 1:13.518
2005 Liberty 2.5i silver wagon - The daily "Beater" - a bit slower

You should post this in the powder coated/painted wheels thread :)
