It's probably worth more being stock.

But wheels and tyres might be a nice start.
Maybe some brakes from a gt liberty or wrx 4 pots.
New brake fluid.

If it's manual, short shifter and good bushings to keep the gearbox feeling nice.

Sway bars and coilovers.

Look at improving handling and braking. Can't do much for power.
Unless you can find a wrecked wrx or similar to get a drivetrain swap.

I'd go with the 2011-2014 WRX stock wheels.
Size: 17x8"
Offset: +53
Bolt pattern: 5x100
Weight: 21 lbs
OEM-equipped tire size: 235/45R17
Notes: Clears four-pots

And If I went for these 18'x7' wheels would i have to roll the guards in, also what do you think an appropriate offset would be?
If Not what do you think about painting the stock wheels black and brake calipers red and chuck on some new springs and lower the car a bit

Your plan sounds like a good idea.

If you change wheels stick to an offset of +50 to +55.
Otherwise you may need to roll the guards.

Coilovers can be had pretty chesp second hand, they would give you a better chance to get the best height.

Depending on the colour of your car, this stuff could look good:

Hmm ok thanks I'll take coilovers in mind
I don't think the hood would work because if it's from a b4 it doesn't fit on the gen3 because I have a pre facelift, the front end of the b4 is the same as the post facelift
