I'd get an itemised quote, if it includes the stuff I'm guessing below it doesn't sound too bad.
The timing belt change itself with labour is about $800-900, if you replace the whole kit with all the parts including tensioner and pulleys it equals about $1300.
The rest is probably for engine oil $50, filter $15, air filter $30, gearbox and rear diff oil $40/L for 6L of good oil plus another 2 hours of labour to do all the stuff (at $100/hr)
= 1300+50+15+30+240+200 = $1835 pretty close estimate
It may not be too far fetched, sounds like your piston rings are starting to wear if you're burning almost 1L of oil between changes
