Since no one else has replied, I'll post the little bit I do know.
REVS check should be extremely accurate. Any finance taken out on the vehicle has to be registered (by the Loan company I believe). So it'd take a pretty big screw up for that not to be recorded. It's probably even legally required. Because anyone buying a car is then responsible for the load (even if taken out by the previous owner), as stupid as that is. That's why it's very important to do a REVS check, otherwise people can get burnt.
Car history will depend on whether a service centre bothers to update the book. If it's been serviced at Subaru, that should be very accurate. Every Subaru dealer will enter any work done on a car into their system. So even if a logbook goes missing, they can check the service records in the system.
But of course no other service centre has access to that, so if a car has been at an independent garage, you'll have to trust the logbook stamps (which could be faked I guess). I've seen logbooks of wrecked cars for sale on ebay.
But even within Subaru, getting info from interstate is very difficult. I tried with my car - they could tell me what date & km it was serviced, but no details of what was done.
