A set of tapered lugs will keep the wheel on centre without the rings.
I have to disagree, mainly coz I have actually experienced this before with a set of wheels...so yes, it could be related to vibration. Was also using tapered nuts and lugs were defiantly not loose. Its fine at low speeds but once you pick up speed and there is more force due to the wheel spinning quicker it can cause vibrations without them.
But anyways, as stated he is using them so that shouldn't be the issue as long as they are the right size. Strange though as you would think that if it was an issue with the wheel it would be picked up by the machine when it was being balanced.
