Log RPM, Pedal Position, IAM, MRP, Target Boost, Total Timing and FBKC and post that up with a before and after learning view.

Take two of these and ill see you in the morning.

More info OP, what car, specs ect

If it was the wastegate actuator its more likely to sieze in the closed position = unlimited boooooost. Never heard of one stuck open.

Sounds like something else, unless the turbo itself has siezed but again, turbo is more likely to blow to peices and make an awful noise before that happens. Sounds like something is unhappy in the engine, CEL?

assuming the motor is running fine other than being underpowered, then i suggest you check your inlet piping.

Also connect a boost gauge to it and check if its making any boost

if the above check out ok then you need to be more specific in terms of what is happening and follow Dr Coyote's advice about some logs.

only then can we really try to internet diagnose :)
