Log into PayPal.
Click on the "Send Money" tab.
Enter the email address, amount, and currency.
If you select "Pay for goods or services", Paypal will deduct a fee before passing it on to the recipient.
If you select "Family or friends", you won't pay a fee so long as you are paying from an existing balance in your PayPal account.

I got $0.00 for "Pay for goods or services" and a small fee for the "Family or friends" transfer

Ric wrote:That "$0.00" is what you pay. As I said, they deduct it from what the recipient receives.
Paypal is doing something weird, changing the "family and friends" fee depending upon the recipient email address.
