Cold Air Intake Vacuum Pick-up

sorry i no this is a noob question but what is the vacuum pickup on a cold air intake? does it need to be used as on the stock intake on my 2005 Liberty GT i cannot find any vacuum lines connected to the air intake. can someone please explain if i can just leave this out of my new intake or if i need to run vacuum lines to it? its part of the autotecnica universal cold air intake kit.
