1999 Liberty Keyless Entry Program Procedure

I just bought a 1999 Liberty and it didn't have a remote for the keyless entry. I have purchased 2 second hand remotes and now need to program them.
I've tried the brake, 10 turns in 10 seconds procedure but the horn doesn't go off.
Any suggestions?
