-2002 b4 fails to start .

does it use lots of fuel (more than usual)?
does it blow fuel smoke on startup or when cold?
does it idle rough?
you sound like a mechanic at a Subaru Dealership
just keep throwing parts at it until it works again.
instead of getting all the symptoms and asking appropriate questions

Does it sound like its sparking but just not able to kick over?
From what you have said, others have mentioned it, but check your plugs, check your leads, and I imagine the libs have coil packs so check them. If they are ok check fuel pump.
