No Crank No Start

I have a 2007 ej253 outback and have just pulled the engine to do timing / headgasket / rear main seal. After reinstalling the engine it is stuck in a no crank no start condition.

Thermo fans stuck on high with key in.

2 brown and two black relays on the passenger side are clicking in a almost a pattern starting slow and speeding up continuously when the battery is connected.

Power to OBD2 port but wont transmit data.

ER SS code coming up on the dash.

I did push it around using the shift lock overide when the engine was out to move it out of the rain, I have done this before no issues, just thinking this could be related to the Speed sensor error code as I didnt touch them during the process.

Two grounds to chassis and two grounds on the manifold are 100% reattatched and have been cleaned.

Have also just discovered that if you hold the key down for about a minute it will eventually try to crank once or twice.

Took the starter out and bridged it, the starter functions. Reinstalled it and checked V between the signal wire and ground, was greater than 10v as per fsm.

Noticed the harness to the passnger side injectors and vvt solenoid was pinched between the manifold and ac compressor, pulled the engine loom and it wasnt damged internally, just squished the sheilding, checked the rest of the loom while it was out and couldnt find any breaks in the wiring.

Before I continue attempting to follow the fsm, does anyone have any experience with something similar? I have found a couple of older posts that seem like the ecu might be cooked especially with the OBD port not communicating. Is it worth replacing / reflashing?

EDIT: It also should be noted that it did have issues prior to the headgasket job where occassionally a p00141 and p00420 code would flash up and following clearing the codes would struggle to start once (cranking for a long time) then return to normal. Giving the batery terminals a wiggle would also fix it without clearing the codes. Replaced the terminals just before doing this job and it seemed to fix the issue howver didnt have enough time driving to confirm this, Unsure if this would be related.
