rubbing belt problem HELP

NEED HELP

my 89 liberty gx wagon one of my belts it rubbing some where, its quite loud when accelerating and its chucking a fair bit of rubber dust over my alternator and other bits

the wheel at the center bottom (im no mechanic) has a slight tiny wiggle to it.. not sure if thats the cause of rubbing
