You can use most cut & polishes to restore your headlights like Dri Wash OxyGone, 1Z paint cleaner or Duragloss actually have a product, Plastic lens polish that will help.

I would than suggest protecting your newly restored headlights with a sealant/polish so your not having to restore them every few months. If you gonna use sand paper make sure you use a fine grade wet and dry paper, there are some kits available with abrasive paper from Mothers, Turtle Wax etc which can be found at Supercheap/Repco/Autobarn.
