Ok so before you begin you really need to go out to a couple of meets as have a chat to people. I've been out of it for a number of years now plus was racing in Qld so I do not know any Vic people.
From there work out what you want to do, race or have a blat at club practice days, this will dictate your budget. If you check out the trading post, aka or local club classifieds there are plenty of karts for sale, I had PCRs but there are plenty to choose from. Next get on the phone and call some engine builders let them know what you are aiming to do an you should get some good advice. Fuel mixes, sprockets for different tracks, tires, pressures etc.
Spares, tools, trailer etc will be the next port of call. Then racing suit, helmets, gloves, boots.
Not wanting to scare you as karting is heaps of fun but like any Motorsport you have to spend money to be competitive. I could write an essay but the basics to get going are as I've written.
