I ordered them from the Subaru website on their online shop about 6 months ago or whenever Ultrex sold the lips to us. Go to STI accessories or something they were sent out from NSW.

I would also like one of these for my Ultrex lip when I'm not using my STi one
If you can't get it from the STi website anymore let me know and I'll jump in on a group buy too.
