What sort of $$$ is a fair price for a VF46 in good nice with say 50,000-100,000k's on it?

Fair price is whatever the seller is willing to accept, and whatever you are willing to pay. I've seen these get sold really cheap and really expensive so it's hard to pick a price.

What would be the max you would want to spend?

Yeah, thanks Rome_STI. Based on what I've seen I'd pay $300-$400 depending on the k's on the turbo. That's obviously not at the expensive end of the scale but, it seems to be around the mark for a reasonable buy. I'm a patient man, something will come along, some day
