I've done some quick maths and figured out that the stock high beams (60/12= 5) run on 5amps, compared to the new high beams i want to put in (65/12.8=5.078) run on 5.078amps. meaning there is a difference of 78mA, my question is will this make a difference? mainly to how the wiring is rated as i don't wanna cause any damaged to the wiring or light housing, i do know a little about this as I'm a first year apprentice electrician, however not being a auto electrician I'm not 100% sure, any info would be much appreciated

Lets assume a pretty bad case here and say that you are running the 65W globes with the car off and the battery has lost a bit of charge (11.5V). Going by this, 65W / 11.5V = 5.65A
You should be fine.
