OK, I just found out why so cheap, The disks are just burnt copies.
Nice way to make a $98 profit! Step 1: DL ISO from torrents - - - Step 2: Burn ISO and print on blank inkjet printable DVD ($1.40) - - - Step 3: Post to customer ($0.60)
If you cannot DL / burn the disk yourself or are having troubles, I'm sure somebody on these forums could burn you a disk and post it out to you for under $10
