MY09 Headlights

I've just joined last week and have been looking in the posts for relevant info re my headlights without any luck.
My low beam ( halogen ) are pathetic . I fitted new Philips H7 racingvision GT200, and they have made a slight improvement. I looked at leds but have been told they are illegal.
Any help would be appreciated, the outside of the lights is fine no discolouration
