Error Code Scanner 2004 Outback

So I'm looking for an error code scanner however don;t believe the Outback received OBDII until 2005. As such I'm confused about what to get. I see FreeSSM appears to be the correct software but I don;t know what hardware to get to hook it up to a PC?
This is the only one I can find that MIGHT fit the bill?

Would love to get something domestically if I can though.
Alternatively is there a way to trigger the CEL to flash in sequence as I have read about with some earlier models?
