If a car (in this case a liberty 3.0r-b) was going for a rwc and you were told you needed new cv boots, should the axles be replaced also? Or does it depend on the level of damage to the cv boot?

it depends on the damage to the cv's. If the boot has been knackered for a while, I'd say you are going to have CV troubles down the road whether you replace the boot or not as dirt and grit would have already gotten into what grease remains and started its evil work of destroying the CV joint
