I have a heavy bar and worn shocks on my gen 5 and wonder if Outback Gen 4 springs and new OEM shocks may be the answer I really only need a 20mm lift.

I’d imagine not, since the GenV is probably heavier than a Gen4.
Its possible that outback springs are longer uncompressed, but your best bet might be dedicated raising/towing springs preferably for a GenV. These were definitely available for Gen4 as made by H&R and Kings.
