the struts wont make a difference to ride height.

I googled it for you

Google image search keywords "H R springs subaru legacy".

they look very similar to Eibach and Swift.

Here's an old picture of my old wagon lowered on Eibach springs:



When I got these installed, it was said that the H&R springs would lower it slightly more.

The stocks won't make a difference to the height, however running a lowered spring on a standard stock is likely to reduce it's life expectancy.

If you're wanting to go real low, get yourself some coil overs like I originally did:
