Can anyone confirm for me whether the rubber bushing that sits on top of the rear coil springs under the top hat is a part that comes with the shock absorbers or will I get new ones with the Teins coming from PHAT??

If you're getting TEIN coilovers, they should come with solid pillowtop mounts.
The KW Variant-2 coilovers I had reused the stock perch.
