Oil on outside of turbo inlet pipe?

Was doing a bit of poking around to see if I could find any vacuum hoses disconnected or anything that could be causing my slight stutter as boost is coming on... and noticed that the turbo inlet pipe has oil all around it on the outside:

It has dirt and dust stuck in it, so it's probably been there a while. Possibly blow-by somehow working its way out? (which would explain boost leak symptoms also?). It all seems fairly tight... nothing lose that I can see...

I would say that its split the inlet pipe.... They are crap and week!!

Perrin inlet time!!!! Yey!!

Is it easy to replace? (DIY?) or does the whole intake manifold need to come off? :/

Can be done with manifold on, oil on the vacuum side of turbo is blow by or BOV return line related
