Fuel Speed Pump Controller

Hey,

I am having an incredibly bad time with my 2004 2.0GT Liberty. Since the end of last year it has been intermittently starting and we have come to the conclusion that there is not enough power getting from the relay to the fuel pump. After testing it we found that only 3 volt is getting through. We replaced the fuel pressure regulator and tested everything else and found no problems, but I've spoken to a mechanic who told me to test the fuel pump speed controller which is in the boot on the right side.

Question is, can anyone tell me how to actually go about testing this???

How is it possible that NO ONE knows how to do this? I have got nothing on any forum I have posted on and no other mechanics seem to know apart from the subaru specialists who won't tell you as they want to do it themselves and get paid for it. Looking like that is what we will have to do!

The pump controller from factory is supposed to be 3~4 Volts at idle. Sounds normal

Is it only when cold? What mods?
