I Live in the US, so it is a bit difficult for me to find info about different products in Australia. I have searched this forum and ozliberty but still am unclear about a lot.

What can i expect to pay for the hitech quad tip muffler set(still waiting a quote from hitech)
I think $800 is the lowest i found.

Where can I look for used STI or quad tip mufflers?

Can't answer you re: Hitech mufflers, I have no experience in them

The STi quadtips come up every so often on the for sale forum, but they're generally in pretty high demand.

Expect the hitech quote to be around $1400 (AU) dollars. It used to be under $900 but the prices have gone up.

Anyway, you should check out http://www.hitechmufflers.com.au and contact them via email or calling and ask if they ship to the US. The lowest price I've seen at the moment for a pair of mufflers only is $1,300 AUD.

As for STi mufflers, you might want to check out http://www.japanparts.com. They ship international so can get it out to you. They also have heaps of other parts and accessories that you can do to your MY08 GT. Good luck!
