gday im looking at buying a legacy GenIV pretty soon

my issue's are:

Can a new Cluster be installed to readjust to km's?
Could the Gps and fuel messure thingo be adjusted to kms?
He said the car didn't come standard with bilstein suspension as he new? is this true? i didnt bother about looking under the car cos im a dumb shit.

Different countries will ask for different levels of standard accessories from Japan - thus the loss of the Bilsteins (which were only delivered with Spec B's and TB STi's anyway) and no macintosh. As for the instrument cluster, if you can find one, it will likely be an easy fit. I'd say that the ECU would store the km's (though not certain). BUT your speedo and odometer calibration may need working on.

ah ok thanks heaps for your help. any idea what the sound system is like? just the standard spec?

I'm no audiophile so can't provide any qualified comment (eg. I quite like the Mac in mine whereas the audiophiles reckon it is rubbish)

Does aus spec spec b's have seat warmers?

Not in the pre facelift cars as far as I know.
