Is the radiator level always supposed to be full or does it flow out and in when needed?

When the car heats up the overflow bottle will fill a bit and then it will empty again when the car cools down.
The coolant level should drop over time but nothing major. If you are losing a lot of coolant you may be looking at some serious issues.
