Slow dropping revs when cold

I've got a Gen 3 and ever since I bought it several years ago it has had an odd issue when cold. When I drive without giving it a minute to warm up, which is rare, the revs stick when I clutch. For example changing to second gear anywhere before about 3k rpm results in the revs sitting for a second at the rpm I clutched at and then very slowly dropping. If I change after about 3k rpm the revs drop as you would expect them to without any issue. After coming up to temp this problem goes completely.
I've had two mechanics tell me that they can't work out what is causing the problem.
