Shipping cars on a boat... the wrong way...

First up, who ships cars on an open deck?

Secondly, why wouldn't you tie them down?

Thirdly, if you're not going to go to the effort of tying them down, then surely you'd at least engage the vehicle's handbrake to limit movement as much as possible?
