To the best of my knowledge it wasn't just Sti - on the 2007 AUDM models it was included as "Spec B". I had to order it as my MY08 came with the AERO wing grill.

i'd love to put some k speed biaggi's on it like pyramidrocker's, as they look amazing and the previous owner left the current rims with some gutter rash, but me thinks i should pay it off first.

Looks like it, check out the "J" there is a screw right through it. Technically not legal but a good idea nonetheless to get extra airflow and I have never heard of anyone get pulled up for it.
