I know ABSOLUTELY nothing about photography, but I am fairly confident in explaining this in laymen's terms being a laymen myself.

If you put the shutter speed of a camera to an insanely slow speed / manually open and close the shutter in a pitch black environment you can then use sources of light (example glow sticks) to 'paint' details into a photo / illuminate certain parts of a photo more than others.
